Unknown but correcta: If both breasts are same size, then it is a physiologic variation where some women are prone to this problem. If they are causing you discomfort there is a solution called breast reductive surgery(mammoplasty) which is done by a plastic surgeon. Unfortunately it does have a sizable cost but it will improve your quality of life.

Excessive breasts: You really need to see a local doctor who can review your entire history and perform an exam. There are many reasons why breasts can be abnormally large and the answer requires an exam.

Breast reduction: In women enlarged breasts can be familial or occur due to hormonal changes or increased weight or rarely, asymmetric increase in size with one breast significantly larger than the other. If the enlarged breasts are associated with back & neck pain, bra straps digging into shoulders, rashes in breast folds etc then you may be considered for breast reduction surgery. See a plastic surgeon.
