I have burning neck pain and been getting migraines daily with nausea, xray says the neck has muscle spasm, could the muscle spasm be causing migraine?

Yes: Muscle spasm may cause reversal of the cervical curve (lordosis), and cause increased pressure on the spine. If you have a chiari malformation, this also increases pressure on the brainstem. Trigger point injections to selected muscles, with myofascial release or cranial sacral manual therapies often provide relief. If persistent, get MRI cervical spine.
