Contained: It means that the disc bulge is contained under the posterior longitudinal ligament which is a structure that runs like a band up and down the backside of the bony spine behind the bones and discs - or in other words - this is the way it should be. The "abnormal finding" in this sentence is the bulge, but the other anatomy is as it should be.
