Not for diagnosis: It's very useful for monitoring the response to hiv, and it's accurate to diagnose or rule out acute HIV infection in someone with symptoms, but for simply diagnosing HIV infection, the HIV serology (antibody test) is better. That's because people who aren't infected can have false positive RNA tests, and people who are positive can have false negative RNA test.
