They don't always: Most people do not either increase or decrease their respiratory rate with mild to moderate intoxication, and with severe intoxication their breathing may actually slow down. If respirations are rapid, it may be due to alcoholic ketoacidosis, a metabolic disturbance caused by alcohol that causes the body to hyperventillate to get rid of carbon dioxide and compensate for acidosis.
