Yes: Arthritis in the cervical spine may effect exiting spinal nerves. These nerves contain different fibers, some of which provide sensation and pain. So a pinched nerve in your neck can cause pain to radiate down your arm.

Yes: If the arthritis is so severe that it is effecting the nerves, you may have radicular pain. See an orthopedist for evaluation of your arm pain to be sure it's related to the neck and not a separate issue.

Yes: Arthritis in the neck can decrease the space available for nerves to exit the spine and travel down the arm. If these nerves are pinched as they exit the spine, the brain can interpret the pain as coming from your arm as this is the destination of the nerves.
