When ovulation prediction tests positive all my cervical mucus has stopped and i'm dry, does that mean i missed ovulation or no cm present ovulation?

No: If the ovulation kit is positive, then in all likelihood you ovulated. The vaginal discharge and dryness is not specifically an indication of whether or not you ovulated. The test you are doing is better.
