Toothpaste: Some toothpastes may make the gingival tissue burn or tingle. If this occurs you should switch brands to something more mild. Try a simple paste without added items.

Probably not,: Toothpaste will not burn a hickey. To be used comfortably in the mouth, toothpaste must have a ph similar to the oral environment or it will produce a burning sensation! when your friend gave you the hickey did the ph of his/her mouth produce a burning sensation on your neck or just in your heart?!

My goodness, no: If you would like to permanently scar your skin, use toothpaste on it. Toothpaste is formulated to be used INSIDE your mouth, not on your skin.
