Unlikely: Cold sores usually occur near mucosal surfaces like the mouth. If you have a sore over your collarbone area it is more likely folliculitis or pseudofolliculitis which is simply an acutely or chronically inflamed hair follicle. If it is more lateral near your bra strap, you may have irritation from your bra strap. Another possibility would be a boil or subcutaneous abscess.
