Access to condoms: Allows for responsible behavior as an alternative to unprotected sex. If someone has little self discipline, it might make sense for that person to eliminate their options and temptations, such as not having junk food in the house. Condoms are not the temptation; privacy with a potential sex partner is.

No!: No! no, no, no, no. Access to condoms lead to improved chances of avoiding std's that can be serious (even fatal) and unwanted pregnancies if used correctly. Youngsters who are well informed & raised will not change magically. They'll learn responsible, safe & perhaps good behavior. They don't have to use it unless they are in a sexual situation. Condoms don't cause that.
