Maybe -but not only: Swelling on the top of the foot can be the result of several different things, including a stress fracture. There can also be a soft tissue swelling from the surrounding tendons, ligaments, arteries, veins and lymphatics. Hard to say without examination.

Yes, maybe: There are several things that can cause swelling on top of foot and stress fracture is one. If you suspect this, see your podiatrist or orthopedist. You will need to get an x-ray and sometimes other testing is necessary as stress fractures can be difficult to visualize on plain x-ray in the beginning of injury.
