Why do people with "mental" disorders get an extra 2 hours on official exams?

It's a weird world.: Extra time on tests started to try to help those with severe physical/cognitive disabilities. Now it's not clear who really has what, or needs what. We should give an abundance of time to everyone who wants it. We differentiate too much on who "qualifies" for what "extra". Everyone deserves the best educational approaches, including smaller classes, after-hours help, organizational training, etc.
