Define puberty ?: Puberty is a collection of changes that is first noted in females with nipple growth. It is not considered complete by most observers until growth stops after first menses.If your question is can they conceive before first menses, the answer is yes.It is unusual, but if sexually active when the body is ready for first menses, and ovulation occurs, it can happen.I saw a case as a med student.
