I have a cut on wrist and now it is swollen. does this mean infection?

Possibly: Some of the common signs and symptoms of infection include: fevers or chills, redness, streaks of red down the extremity, swelling, increase in pain, drainage from wound, can be indicative of an infection. Please see a doctor for proper diagnosis. You may need antibiotics for an infection. Sometimes an abcess can form requiring simple surgical drainage procedure.
