Can I be pregnant?: Yes, of course. You begin testing if you have been sexually active and when you miss your normally scheduled period.

It would be: Close to 100%. Pregnancy tests are very accurate but there can be reasons for false + tests such as: HCG injections, IgA deficiencies, choriocarcinomas, gestational trophoblatic disease or neoplasms ; heterophile antibodies.

Pregnancy tests: Home pregnancy tests are very accurate. They are the same tests used in a doctors office. They can detect a pregnancy 7-10 days after conception. The best time to take one is when you miss your period. If you doubt the result you can repeat it in 1-2 days. If you were pregnant the hormone level would rise enough for detection.

What's the chances of a negative home pregnancy test and a positive blood pregnancy test before a missed period ?

The blood: pregnancy test is the gold standard. So I would go with that result. Early home pregnancy tests can sometimes detect pregnancy prior to missed period. Many regular home pregnancy tests may not show a positive prior to the missed period - as a certain level of HCG is needed to trigger a positive.
