Own tests: At least in the us, a practitioner does need to order a test for it to be done. You can't just go to an MRI center and say you want a back MRI like you go to the grocery store. I suggest if you are not satisfied with your doctor telling you no, you ask him or her why or obtain a second opinion from a spine specialist to see what evaluation may be most appropriate.

Talk to your doctor: There has to be a good reason for a young patient to have a MRI of the spine, such as pain which persists after conservative treatment, or suspicion of serious condition such as a tumor or an infection. If you feel you have a good reason to have a mri, you should talk to your doctor again.
