Rare but possible: Definitely something to keep an eye on. Bruising is a common side effect of tooth extractions. A range of reasons could exist from light skin to low iron. Bruising can occur in people who rarely bruise and always bruise. Just be sure to keep an eye on the area and if continued swelling and especially pain increase, be absolutely sure to contact your dentist.

Bicuspid Extraction?: The bruising can very well be related to the "technique"used in extracting the teeth. A more important question is why at 23y/o are you having bicuspids extracted. I hope not for orthodontics because that is not recommended anymore and can lead to significant TMJ problems in the future.

I doubt it: I have seen some interesting things after extractions, however the location and appearance of that bruising looks like a finger mark, unless the dentist or surgeon was using your neck as an anchor i find it hard to believe its from the extractions.
