Nerve irritation: This could be a couple different nerves that are irritated. It could be stemming from an irritated nerve in your back that wraps around and innervates the area. If you do not have an back pain, you may also have something called meralgia parasthetica. This can be caused by tight fitting pants or obesity with a panus. Recommend seeing a pain or physiatrist doc who could diagnose based exam.

Leg tingling: Anatomically the leg refers to the area below your knee to your ankle. If you are having tingling and vibration in the anterior or anterolateral leg it can represent nerve pain from the back, sciatic nerve, or peripherally at the peroneal nerve. If also having back or buttock pain would look up high for cause. If none of that i would worry about changes at or around the lateral knee.
