May need: Well, you could have an impaction. It may be necessary to have an enema or a suppository. You may need to go to the er for proper treatment right away. No bowel movement in 3 weeks isnt healthy and needs appropriate medical attention and treatment.

Not normal: If this is not normal for you then you need some investigation. You could have anything from a tough impaction to a bowel obstruction.
