Various things: Blisters on the toes are the result of some irritation which causes the epidermis (top layer of skin) to "bubble". This can be from various causes including direct irritation from shoes, insect bites, response to an infection, secondary effect to a fracture. Without examining, it's difficult to know for sure. See a podiatrist.

Friction blister: Blistering can be due to an infection or due to friction. A friction blister forms as your skin rubs against some material. The skin may become red and irritated and the layers of the skin begin to separate. Your body, in an effort to reduce the offending friction, produces fluid that fills the area resulting in a blister.
