Heel fungus: If the heel shows peeling, flaking, and is itchy, it could be an athlete's foot condition also called tinea pedis. A culture would be helpful. Topical antifungals are helpful. See a foot specialist or dermatologist to make the right diagnosis.

Possibly : Does it itch? Is there scaly appearance? If yes then likely. Sometimes you can examine the area under a woods light and this will indicate a fungal infection. A culture can confirm the infection. Your podiatrist can easily take care of this for you. Some infections can not be successfully treated with over the counter preparations but you can try - ask your pharmacist for one of them.
