Why is it so hard to find fish oil in a dose less than 1, 000 mg's? that's overkill for someone with no heart issues.

1000 is ok: It is generally recommended that those even without risk of heart disease can take 1000mg of fish oil per day or at least one to two servings of oily fish per week. This is not "overkill". Consider the japanese diet which ia 5 times higher on fish consumption than ours.
