Not with arthroscopy: Thoracic outlet syndrome (even if it truly exists, some controversy there) is treated by removal of the first rib. Can't do this with arthroscopy.

No: They are two totally different procedures. Diagnosis of thoracic outlet syndrome is very complex and it requires many tests pertaining to nerve conduction. There are many surgical techniques that are done for this.
