Can i use hydrogen peroxide to keep my baby's umbilical cord area clean?

Yes,but: I find it is only a benefit if used briefly to blot the area followed by drying.I prefer alcohol swabs several times a day. When the peroxide is left in place it converts to water and makes the area soggy and stinky.

Yes-but: Yes you can-it is a little bit messy though. Alcohol swabs are just fine. Hydrogen peroxide can splash into baby's eyes-too dangerous.
