Perhaps.: To diagnose a foot fracture in a 4-year old can be very challenging--and i'm a professional! ...But, a persistently swollen & tender foot, especially if it impedes normal walking, running or jumping really deserves an xray to be sure. I misdiagnosed my own daughter's foot as a sprain. Took her to a podiatrist to "convince her"--2 mid-foot bones were broken! i've never lived that down! embarrassing.
