Yes: If the headache is from the nerves in your neck that innervates that area (which is a very common cause for headaches), then the skin overlying that area can be extremely sensitive. It is most likely related to one of the nerves in the top of the neck and you may benefit from seeing a pain doc who can do a diagnostic nerve block to identify if it is those nerves. Best of luck!
