Ankylosed tongue: Would be my best guess. This is called being " tongue tied". It happens when your tongue attachment (frenulum) is attached to the tip of your tongue. It restricts and limits full movement. The good news is there is a procedure called a frenectomy. This can be performed in a dental office with a scalpel or laser. People who were once tongue tied can have the benefits of full normal movement.

Where...: Does it hurt. If it's under the tongue, then the muscle attachment (frenum) may be located to high on the tongue and may need to be snipped.

IDK: How long has this been going on for? Where exactly does it hurt? Does the pain linger? Are you aware of any other medical or dental symptoms? A few things come to mind: sore throat from allergies, post nasal drip, bacterial or viral infection? Swollen glands? Inflammation or infection from lower back tooth? Sore\ulcer on tongue that you cannot see? If it continues, see your dentist.
