Yes: Knee pain can be caused by a hip problem. It's called referred pain.

Possibly: Nerves send pain signals from your legs to your brain via your spine. It is possibly that a weak hip could cause referred pain in the knee, but it is not highly likely. Nerve root pinching in the spine can also cause this.
