Eczema: Eczema or contact dermatitis. If the spots are where some article of clothing rubs then that could be the cause. If not, then use Hydrocortisone 1% cream three times a day on the dry spots as needed. If you moisturize with a lotion twice a day all over, then advance to a cream twice a day or an ointment like, vaseline or aquaphor. That is just the way eczema acts.
