Low risk: If you are using protection properly and not engaging in frequent risky behaviors/promiscuity, then the risk is extremely low. It is not zero, however. It is more of a statistical possibility.

HIV is Hard to Get: Not likely. But it all depends on what you mean by 'protected'. If the person you have sex with has HIV and is not on medications then their body cavities and blood and other fluids will be more contagious. If you are having anal sex another male and if they insert their penis without a condom and withdraw prior to ejaculation then this is very high risk given that HIV is in pre-cum.
