Itchy spot: 1st thing: why the itchy spot is there? Could represent anything from dry skin to contact dermatitis to neuralgia to an infection or even a skin cell cancer. If dry skin, changing soap to dove, tone or caress, warm (not hot!) showers, patting dry skin & applying moisturizer works well. Fungal infections need antifungals; allergy: topical steroids/ antihistamines, abnormal lesion: dermatologist!

Back itch: You have a condition known as notalgia parasthetica. It usually involves the back under the scapula. The cause is not known but is thought to be caused by irritation of the nerve endings. Of late, Botox has been proposed for treatment.
