Magnesium sulphate: It takes about 45 minutes to2to3 hours for it to start working, if it has been that long then you can drink more.It will work and you will go to bathroom again and again till your bowels are cleaned.

Depends: People are different, and onset of action can vary from 2-6 hours or so. If sufficient time has elapsed, you may consider taking more, but if constipation is severe, or if there is increasing pain or discomfort, you may need to seek medical attention.
