What does it mean when blood pressure will not register?

Many reasons : Many reasons which might include too high or too low blood pressure, too fast or too slow or irregular heartbeat. Make sure that you're using the machine based on manufacturer's instructions. Maybe the machine is broken. Suggest checking somebody else's blood pressure with this machine to see if you get the same error or your BP with/against another machine.
