Many reasons.: Without seeing you, it's impossible to give you a meaningful answer with such little information. Neuropathy can cause your feet to be painful to the touch, but there are many other causes. Bring your feet to a podiatrist and have them evaluated.

Nerve pain: First check to see if you are diabetic and if you have a condition referred to as diabetic peripheral neuropathy. This may be the underlying cause. Other reasons may be due to tight fitting shoes, and compression of sensory nerves on the top of the feet. Circulation is another issue to investigate. Another condition is referred to as neuralgia or even fibromyalgia. Nerve studies may be indicated.

Feet hurt: As stated , neuralgia, hyperesthesia, neuropathy, etc are all causes here . But, an evaluation is needed to determine your cause.
