No.: It is not necessary to have a pap smear done before getting counseling for birth control. A good doctor would strongly recommend having one done, but it's not required.

Hormonal, yes: Hormonal forms of contraception requires a pap smear to rule out cervical cancer. Non-hormonal forms such as condoms are usually found at planned parenthood without a pap smear gratis.
