NO : Tell your fiend to see his surgeon, possible revision ( most likely may cut the protruding wire, or if fracture healed may remove the hard ware ).

Let me explain: Some time they keep the wire out the skin to take out in few weeks. I think this normal.

Wound Infection: These could be non-absorbable sutures or wires that are sticking out of an infected scar which has developed an abscess. See your surgeon who should be able to fix your problem.
