Not likely: It is possible to get those types of spots from BP monitoring but not very likely. You would only expect to get around the arm where the cuff was placed. It would still be necessary to make sure no other issues before assuming that is cause. Having a more widespread rash, not feeling well and having a temp suggests infection and should be evaluated.
