Smegma: You describe what sounds like smegma, the accumulation of secretions that are typically trapped under the foreskin of uncircumcised men. Keep clean, use soap and water, and typically the irritation of this will soon subside. Circumcision is typically curative.

Balanitis: You don't say, but i assume you have a foreskin. In the shower peel back the foreskin so you can rinse it off. Blot under the skin after passing urine. Get otc Miconazole or Clotrimazole cream ($5 or $10) and apply under the skin 2x a day. You will do this off & on forever or until you get a circumcision.
