No: 99 is not a fever. Definition of a fever is above 100.5, below that can occur with just normal fluctuation of body temperature. In special circumstances (like if you have an immune system problem), doc may want to know and evaluate over 100.0, but for the majority of healthy people fever is 100.5 and over.
