Maybe yes: Depending on the severity, anemia is a stress which can cause the body to release adrenaline. If we are sensitive to the adrenaline, that can raise blood pressure as well as heart rate.

Anemia HTN: Yes Mostly systolic due to increased heart rate and ejection. However much more likely that HTN has damaged your kidneys. Your Kidneys produce a hormone that keeps your red blood cell count normal. When the kidneys fail this hormone may go down and result in anemia. So need more information. I specialize I this and am available got second opinion.
