Anesthetic agents: Themselves, in terms of their effects on female hormones, and their cycles, have not been demonstrated to have any significant effect. Menstrual cycles, however, can be upset by stress - which is much more dependent on the condition leading up to surgery, type of surgery and your recovery afterwards.

Yes: Anesthesia, depending on what type, general anesthesia for instance, can upset the natural feed back loops (various hormones that circulate in the blood) and its possible your period may be off for a cycle but it would not be something long lasting.
