Pneumonia: You doctor or whoever ordered your test should interpret results for you. An elevated white blood cell count is suggestive of infection. While we don't usually draw blood in the case of common colds, it's possible that your cough could be due to a pneumonia. But only your doctor can make that diagnosis & treat you, especially since you're in india because all doctors on this site are in states.

Chest infection: 11000 is not all that bad. If you are coughing up colored phlegm you should be on an antibiotic. If you have a fever and chills even more reason to get an antibiotic. I hope you feel better soon. Good luck.
