Most likely: Cutting and self-harm behaviors are often used to control feelings about anxiety and emotional pain. Although they are unhealthy and dangerous coping mechanisms, they do temporarily relieve anxiety and pain and is used similarly as alcohol and illicit drugs are used to "self-medicate." take away the razor (or someones drugs or alcohol) and they likely panic. Anyone self-harming needs help asap.

Cutting : Considering that cutting often relieves anxiety, yes, taking away the person's razor could make the more anxious. You have to remember that cutting often represents a way of relieving emotional pain inside. In other words the cutting feels better and the internal pain that the person cannot face.
