Yes and no: Cigarettes are nicotine delivery devices. Perfected over many decades by tobacco companies who know how to get you hooked, in any given pack the nicotine content will vary quite little. One brand may have more or less, but they want you to buy more, so they regulate the content to keep you buying their product.
