What if there is no pulse but there is a low heart rate in a person, do i have to do a cpr?

How do you know if : There is a lower hr in that person?. Two ways, by pulse or by ECG monitor. If there is no pulse anywhere and the person have electrical activity by ECG and there is unresponsiveness, you are in pulseless electrical activity( pea). And CPR need to be started.
