9-10 inch long stool: Yes it is normal and size of the faeces does not mean the child has something wrong with him oe her.

Constipation: Surely, if htere has not been a bowel movement for a while. Usually the stool will be larger than normal. Oftentimes, children have regualr bms but do not completely empty their rectum. As a result, stool accumulates causing the bms to be longer.
