Dark circles: Dark circles under eyes is venous congestion. You must sleep adequately, and increase your hydration and avoid caffeine. The circles should improve.

Circles under eyes: Dark circles under eyes are caused by engorgement of veins under the thin skin. Since you have recovered from meningitis you spent a lot of time supine in bed, causing decreased venous return. Drink a lot of water and spend time upright. This should be temporary.
