Are you supposed to put a constricting bandage and tourniquet loosely in position before or after applying a splint to a compound fracture?

See below: In general unless there is pulsatile or excessive bleeding to the extremity unstoppable with a local compressive pressure dressing and immobilization in a near anatomic position a tourniquet is not necessary. Emergent hospital evaluation call 911 immediately!
