Normal scar: A finger with normal function but slightly wider at an associated joint is normal in the sense that there is residual scar tissue from the injury. Either it is on the soft tissue or the bone itself is enlarged. At two years out the thickens will probably not resolve.

Likely to stay: If you are now 3 years out and have some mild enlargement of the finger, then this can simply be residual scarring or thickening from the injury. If it is functioning well, then i'd leave it alone but if there is any associated pain or stiffness, then having it evaluated makes sense.
