NSAIDS: Pennsaid is a topical diclofenac and DMSO approved for knee arthritis. Celebrex (celecoxib) is an oral nsaid. They can both be used together but probably only if you are using the Celebrex (celecoxib) for joint pain other than your knee. Potentially redundant with minimal additive improvement . If used for different reasons can safely be used together.

Yes!: Very little of the diclofenac gets into the system, and it can provide excellent relief!
